PMRC 231.1 – “Metallurgical Testing of Copper Ores” was organized by the Society of Metallurgical Engineers of the Philippines (SMEP) under the auspices of the PMRCC. This webinar takes up the processes and procedures which are done in the metallurgical testing of copper ores; from sampling to sample preparation, various types of copper ores and the extractive metallurgy involved and finally the chemicals used in flotation, the most dominant mineral processing step in the beneficiation of copper. The webinar was held last November 18, 2021, from 9:00AM to 12 noon. Targeted course outcomes are as follows:

  1. Know the procedures in the preparation of copper ores for metallurgical testing

  2. Know the types of copper ores and the Metallurgical Tests involved

  3. Know the various reagents used in copper flotation


The webinar had 91 participants. Welcome Remarks were given by Engr. Ramon Jake G. Foronda, Co-Vice Chair PMRCC and Chair SMEP CPAC. The following presentations were made, as follows:

  • Sample Preparation of Copper Ores for Testing as Practiced in the MGB by Engr. Kathryn L. Tejano

  • Types of Copper Ores and Metallurgical Tests Involved by Engr. Dulce Sanguyo-Romero

  • Reagents Used in Copper Flotation by Engr. Enrico C. Nera

The Open Forum was moderated by Engr. Paterno E. Ingeniero Jr., Member SMEP CPAC. The Closing Remarks were delivered by Dr. Alberto V. Amorsolo Jr., President SMEP. Master of Ceremonies was Engr. Carina V. Pecson, Treasurer SMEP.

The Philippine Mineral Reporting Code Committee (PMRCC) continued conducting Zoom Webinars during the third quarter of the year for the continuing professional development of Competent Persons, technical people and other stakeholders of the Philippine Mining Industry. Registration, remittances, knowledge checks, webinar evaluation/feedbacks and provision of certificates of attendance/completion were all likewise undertaken online made possible by our partner, XPERTO Academy.


The corporate sponsors of the 3rd Quarter 2021 PMRCC webinars were as follows: Platinum – Masbate Gold Project (MGP); Gold – Carmen Copper Corporation (CCC), Global Ferronickel Holdings Incorporated (GFNI) and Philsaga Mining Corporation (PSC); and Bronze – TVI Resource Development (Phils.) Inc. (TVIRD).


PMRC 161 – “MGB Regulatory Reports” was undertaken last July 1, 2021, from 9 AM to 12 noon. This webinar was undertaken with the following targeted course outcomes:

  1. Name the different reports to be submitted on a regular basis by mining tenement owners and the timetable for submission

  2. Explain the importance and the relevant features of each report

  3. Identify the persons responsible for the preparation of these reports

  4. List the requirements for the Declaration of Mining Project Feasibility and explain the content of the study

  5. Make use of the guidelines in the monitoring of compliance to mining safety, health, environment and social development.

Total number of participants is 165, predominantly technical people and some from the finance and local government. The participants were welcomed by Mr. Ciceron A. Angeles Jr., Chair of the PMRCC. The presentations were made by the technical managers of the Mines and Geosciences Bureau, as follows:

  • Tenement Reportorial Compliance and Rating System by Engr. Reshne Jay B. Gonzaga

  • Declaration of Mining Project Feasibility by Engr. Donald M. Ofalsa

  • Safety, Health, Environment and Social Development by Engr. Danny P. Berches and Forester Christian Kevin A. Latiza

The Open Forum was guided by Mr. Joey Nelson R. Ayson, President of PMEA. The Closing Remarks were delivered by Engr. Armando L. Malicse, past president of the PSEM. Moderator of the Webinar was Engr. Enrico Nera, CP-Metallurgist.



PMRC 217 – “Introduction to Geostatistics” was jointly organized by the Geological Society of the Philippines (GSP) and PMRCC. An additional gold sponsor to this event was Apex Mining Co. Inc.. The webinar was held last July 22, 2021, from 8:30AM to 12 noon. This webinar was undertaken with the following targeted course outcomes:

  1. Explain the basic concepts and proper use of the defined terms in Geostatistics

  2. Explain how Geostatistics can be applied to Mineral Exploration and Mining

  3. Explain the relevance of Geostatistics in the context of reporting mineral resources, specifically given the proposed changes to the PMRC 2007 to be consistent with international reporting standards

Total number of participants is 200. Welcome Remarks were given by Mr. Jesus C. Cinco Jr., CP-Geologist and Asst. Professor UP Cebu. The following presentations were made, as follows:

  • Introduction to Geostatistics Part 1 (Why Geostatistics, Variograms, Block variance) by Dr. Rogelio G. Laraya

  • Introduction to Geostatistics Part 2 (Estimation Variance, Geostat Application: Quantitative Mineral Resource Classification, Shiny Web-App Demonstration) by Mr. Isaac Norman R. Rivera

  • Drill Hole Grid Spacing Analysis in Nickel Laterite Exploration: A Geostatistical Comparison of Two Ni-Laterite Deposits with Varying Drill Hole Spacing by Dr. Rogel A. Santos

The Open Forum was moderated by Mr. Joey Nelson R. Ayson, CP-Geologist and President of PMEA. The Closing Remarks were delivered by Mr. George B. Baquiran, CP Geologist. Master of Ceremonies was Mr. Ciceron A. Angeles Jr.; CP-Geologist, Chair of PMRCC and Vice President of the GSP.


PMRC 199 – “Ground Slope Stability in Mining” was organized by the Philippine Society of Mining Engineers (PSEM) under the auspices of the PMRCC. Additional gold sponsors to the event were GHD and DMT. The webinar was held last September 30, 2021, from 8:00AM to 12 noon. This webinar was undertaken with the following targeted course outcomes:

  1. Explain ground control engineering and analytical procedures of designing and applying methods of mitigation by way of constructing effectively functioning and least costly engineering control structures to address potential impacts of hazards and risks due to excavation

  2. Explain the new Global International Standard on Tailings Management (GISTM) with the aim of “achieving the ultimate goal of zero harm to people and the environment” that led to the revision of existing legislation and development of new guidelines and how this provides a framework for development of safe tailings storage facility management through the design, operation, closure, and post-closure phases

  3. Explain underground planning with numerical modelling and the development of numerical modelling in geotechnics with the help of new software and hardware, optimized calculation times and more complex and advanced constitutive models to optimize systems to reduce cost and maximize efficiency

  • The webinar was well attended with 602 participants. Welcome Remarks were given by Engr. Roger A. De Dios., CP-Mining Engineer and PSEM President. The following presentations were made, as follows:

  1. Ground Control in Mining: Application, Methods and Analysis by Engr. Arnulfo Pascual B. Santiago

  2. Underground Planning with Numerical Modelling by Christopher Schuermann

  3. Good Practice for Developing Safe Tailings Storage Facilities by Rob Longey

The Open Forum after each presentation was moderated by Engr. Armando L. Malicse, CP-Mining Engineer and Immediate Past PSEM President. The Synthesis and Closing Remarks were delivered by Engr. Constancio Paye Jr., CP-Mining Engineer and MAEM President. Master of Ceremonies was Mr. Zards Gaccad; CP-Mining Engineer and Regional Technical Director of the MGB.

PMRC 111 – “Philippine Mineral Reporting Code: What’s in it for the Philippines” was the first webinar by the PMRCC for 2021 held last April 29, 2021, from 9 AM to 12 noon. This webinar was free and made in partnership with Nickel Asia Corporation. It provided an understanding of the PMRC to non-technical people specifically Media, Investor Relations, Local Government Officials, Finance Executives, Mining Executives and Lawmakers. The webinar was a big success with over 500 participants on Zoom and Facebook Live Platforms. The Welcome Remarks were delivered by Mr. Gerard H. Brimo, Chair of the Chamber of Mines of the Philippines. The following presentations were made:


  • PMRC: What’s in it for the Philippines by Mr. Ciceron A. Angeles Jr., Chair of the Philippine Mineral Reporting Code Committee (PMRCC)

  • SEC and PSE Reporting vis-à-vis PMRC 2007 by Atty. Dennis A. Quintero, Chair of the Philippines- Australia Business Council (PABC)

  • PSE Implementation of the PMRC by Atty. Roel A. Refran, Chief Operating Officer of the Philippine Stock Exchange (PSE)

A Message from the Industry was given by Mr. Antonio G. Zamora, President and Chief Executive Officer of Nickel Asia Corporation (NAC). The Message from the Mines and Geosciences Bureau (MGB) was provided by Director Atty. Wilfredo G. Moncano. The Open Forum was moderated by Mr. Joey Nelson R. Ayson, President of Philippine Mining and Exploration Association (PMEA). The Closing Remarks were delivered by Engr. Armando L. Malicse, past president of the Philippine Society of Mining Engineers (PSEM).
